You CAN access the quest that way. Ogre camp-> Mizuma->key-> open the right door right after entering ogre camp elevator, 1-1 lever on both sides, surprise oozes, swim up.

Note: Mizumas key is also supposed to open the left locked door at ghola fan in his compound, but It got turbined, so key drops upon entering the quest.

Ooh, so that's where that key goes.

You are right, I believe, in a sense. However, that shot it is not in that explorer area ... it is in a quest.
