I know that ladder, but I am not certain as to its location. I think it is part of the STK chain.

It's definitely in the STK adventure pack, and I think you're right about it being in the Helm.

Indeed, STK {edit: now the Helm side quest}. It used to be the longest ladder in the game. Originally, when Feather Fall was very rare, falling from that ladder meant certain death. Not as critical anymore, but quite fun. Onward!
