It's a funny thing the bound status of loot and there probably isn't an easy solution that would make everyone happy.
It's easy enough to say make loot unbound and it will encourage players to run the quest more so they can trade the Loot.
But of course this is not really the case, we can use raids and other specific quests as example that BtC loot does encourage quests to be run more.
An example of a quest where there was BtC loot that resulted in that quest being run alot is the Weapons Shipment in Amrath. Before Mnemonic Potions became as abundant as they are now this was a quest that was run alot by people specifically for loot, for specific characters. This was not a flagging quest for ToD, but was probably run more than all of the other quests in Amrath put together.
The loot has to be of such quality that people are encouraged to run these quests multiple times to get this particular item for that particular character.
Now of course the devs could use this sort of idea and implement new content with unbound loot and ulta rare bound to character loot that will encourage the content to continue to be played.
This in itself causes issues of course as many players expect any uber loot to be only obtainable by the best of the best players (eg. ultra EE). There is an inlking of merit to this ideal, but of course there is the other side of the argument that it further increases the gap between the best players and those at subsequently lower tiers.
So I think Varg is definately onto something, but wouldn't it be nice if the devs gave us these little gems to hunt in quests, that are bound to character and are rare.
It would encourage the content to be run, but at the same time there should also be loot dropping that can be traded to.
