can i just download Lamannia client and run it or do i have to have the live client also?

The two clients are separate from each other. However, Lammania isn't a permanent server, it's only for pre-view of new content so they can get some feedback, so if you actually want the play the game and not lose your progress as they wipe Lammannia from build to build you'll need the regular client and to pick one of the regular servers for your toon.
