you find someone on one server to give your plat to and they have a character on the server you want to get plat for. You can directly transfer plat without transferring a character but you can use the honor system to trade. Turbine wont enforce these trades and if someone does rip you off you cant talk about it on the forums. That said I have done cross server trades a lot in the past and never got ripped off
