Steam Special on Expansion Packs / Shadowfell Purchase

Steam is having a great sale on DDO expansions right now. http://ddoplayers.com/2015/06/11/ste...-includes-ddo/

Two questions:

1. I currently have Shadowfell Standard on my account. Can I buy Collectors and put that on my account? 2K turbine points for $12.49 is a great deal, as well as getting the extra Iconics and tomes.
2. If buying through steam, is the legendary upgrade available during the purchase through steam? If not, is there a way to do that through customer service once the purchase is made?
