    Default Pact Spell Confusion

Why does the fiend pact offer rage and howl of terror? These spells seem off genre.

    Howl of Terror
    Description:
    Valid Forms: Wolf, Winter Wolf.
You utter a terrifying howl, filling your foes with a paralyzing fear. Foes around you are paralyzed for 6 to 24 seconds. Will save negates.

    Rage
    Description:
Each affected creature in the area of effect gains a +2 morale bonus to Strength and to Constitution, a +1 morale bonus on Will saves, and a -2 penalty to Armor.

Neither of these spells make sense to me. A Warlock cannot shape shift unless they multi-class which means less warlock power for such a small return. As for rage, well that one is not as bad...i guess. I can see an ES Warlock attempting to bolster their melee prowess but feedback from testing suggest this is not sturdy build (save die hards like me who play PnP Warlocks from 4e and love them).

I am sure there is a method to the madness, but I don't see it.

Howl of terror currently only exists as a druid spell, thus the reference to being in wolf or winter wolf form.

Howl of terror thematically fits fiend pact because presumably a demon or devil's howl/scream would fill one with quite a sense of despair. I assume that the warlock version will not require being in some sort of wolf form.
