Looking for a Phiarlan Bard/Rogue build

I need some help with a flavor/ functional build for an Elf Bard/Rogue. I do not have access to the Monk or Favored Soul classes. I do have access to vet seven and 32 point builds. There are no past lives for this character. I have only gotten as far as the ability scores.
Str: 10
Dex: 14
Con: 10
Int: 14
Wis: 8
Cha: 18

I IN THEORY could support this character with some stored up gear, but I am not VIP. I am a premium player. No stored tomes though.
