Exquisite Khyber Dragonshards Fragments of Binding

I need 200 of these to make my Tier 3 Alchemical Great Crossbow. What difficulty of Lord of Blades should I be running to collect these? The wiki indicates that the the Exquisite Binding Dragonshard fragments only drop in Epic Hard. However, I have managed to collect some along the way, although I don't remember what difficulty I was running when they dropped. It wasn't Epic Hard, because I never ran Epic Hard. So, my question is, do any of the difficulties other than Epic Hard have a reasonable chance of dropping them?

Exquisite Spirits: Epic Normal

AKA the best way to ensure no one that needs to run this raid can run the same difficulty level, because the crafted items are easily outclassed at their level, the ingredient cost is so high, and the ingredients are staggered out in a totally nonsensical, anti-party way.
