Saying Turbine put the hearts out close to an impending new class release is not an accusation of cheating the players. There is no bad intent regarding putting out a new class. What wont be admitted here of course is the assumption being made in addition to what was posted. Add that to the fact that now that the clarification requested by the same poster is provided, it invalidates any accusation on that front which could be made.
I disagree, there should be a short restriction, say a couple of weeks to prevent capped Warlocks on day 1.
That being said, I'm not opposed to Vet Status, though I think Iconics should be delayed from using as well for a short amount of time.
My reasoning is that if a theoretical new player starts playing DDO just to play a Warlock, but sees most of the vets already capped out on Day 1, it takes something away. Restrict things for two weeks and then let it go is what I would do.

Requesting clarification to eliminate the possibility that Turbine would be accused of bait and switch in the future =/= accusation of bait and switch.
Consumer 101. If unsure how its going to work, ask how it will work. Calling out that if players are allowed to assume how it will work rather than receiving clarification may lead to players accusing bait and switch later on (as they have in the past in some specific situations) is not an accusation in the present of the same.

It isn't necessary to stir up the drama by posting **** here in the forums.
I prefer no restrictions.
My main reason is that not everyone reads forums/ect and might plan out something not realizing it will not work. The resulting confusion and frustration could be bad for the health of the game.
Those considering a +20 heart will also consider triple past life bonuses resulting in two full lives regardless.
