Rogue's Quick Strike Enhancement

I'm not much of a forum warrior so maybe this has been addressed or at least mentioned but I don't think the Rogue enhancement "Quick Strike" is working like it's supposed to. About 1/2 of the time, the ability does nothing but activate it's cool down. It doesn't give the +25% double strike bonus at all. Half of the time, it works but the other half it's just a waste.

I'm pretty sure, though the tooltip says nothing about it, you have to actually hit an enemy for the bonus to occur. And it must be a solid hit, not a grazing hit.
