Earth and Cold really suffer in that regard. The cold debuff is kind of OK for debuffing saves, but earth adds nothing for your personal DPS, debuffing fortification.
Earth in general suffers from a very poor spell selection. Except for acid spray and acid blast all the spells are DoTs and some of them are rather poor damage (Acid Fog, Cloudkill, Burning Blood). It's just a lot harder in general to compete with the DPS of the other savants and it's also less SP efficient.
Cold is still good, it mostly suffers from a lot of mobs in current endgame quests being undeads. I don't think I would pick it as main element over air though, as secondary, yes.
Also keep in mind, two of the better fire spells (Scorching Ray and Meteor swarm) can still be used when specced into cold, you lose some spellpower on them but the caster level doesn't matter, giving you a potent tertiary element.
