old amenity? most old amenities don't stack with new, and if it wasn't working and is old amenity it probably will never be fixed (old amenities EOL NLS)

when last i tested it, the buff was not applying command immunity.

I'm not sure specifically about that buff, but Protection from Evil only works vs mobs that are not epic. Since this buff is basically that spell, I would assume that the bug for the buff works the same way
