Does mortal fear proc more often if dual wielded? Or does it only need to be on one weapon for it to be as effective?
Like golem's heart for example, you can have it slotted 12 times, but it's just as good as having it slotted once.

Yes. Due to more attacks, it's more likely to proc.
Each weapon counts for itself.
If your mainhand has mortal fear you get mortal fear procs from your mainhand.
If your offhand has a mortal fear weapon you get mortal fear procs from your offhand.
If you want it to proc on both hands, you need 2 MF weapons.

I'd like to expand on this.... I don't think it does after some testing.
"Combat): You hit Training Dummy with Mortal Fear."
That was off a trip, no weapon attack at all. I don't think Mortal Fear is applied to each weapon separately. You only need it on one hand for it to apply to all weapons/attacks.
Magma Surge and Meteoric Star Ruby also proc'd while tripping while holding Mornh's Hammer.
Never mind, tripping goes off your main hand weapon. Makes sense.

I think trip is considered a main hand attack. Sometimes ill land dmg just on a trip. Heck in heroic ive killed things on a trip.

Have you tried putting MF on your off hand and a simple weapon in your main hand and try tripping to get the Mortal Fear effect?
