Expert builder bugged

Expert builder is bugged, it is not giving the Crit threat range buffs, it is only providing the Crit multiplier buff currently.

I did test to make sure it wasn't just a UI or Tooltip mistake, and the threat range is in fact a fully bugged, it's not occurring in combat or combat logs.
