Cant buy Ship XP shrine II from First Mate

I put down an XP shrine I that from chain end reward and now don't have option to upgrade to XP Shrine II when speaking to First Mate. The guild level is high enough to be able to use the shrine.



EDIT:
Never mind found out had to go down to the deck where the shrine is placed to upgrade...............
