    Default Dodge Bonus Recalculation

    A. You should not have added this to the game. However, the chances of you removing are slim to none.
    B. If you were going to add it, you should have done it right, but you didn't, so I propose you change the mechanic as follows:

Base Chance to Dodge an Attack = Dexterity Ability Score Modifier + Base Attack Bonus (yes, this means you can have a - dodge that you would need items to overcome)
Maximum Chance to Dodge an Attack = Dexterity Score + Base Attack Bonus
Modifiers to Dodge an Attack: Blah, blah, blah, items, feats, enhancements, the usual, etc.

Special Note: How Does Armor Affect Your Chance to Dodge an Attack?
You apply the Armor Check Penalty directly as a penalty to Dodge (since we're ignoring the rule that percentages are fixed and not modified up and down).

For example, a level 10 Fighter (BAB +10) with a 15 Dex (+2 Ability Score Modifier) would have a base chance to dodge of 12%. If that fighter was also wearing full plate armor (Armor Check Penalty -6), he would have a (12-6) 6% Dodge.

You could also make an argument that the base chance should be equal to Base Attack Bonus + Reflex save total.

    No.
Base Attack Bonus has nothing to do with Dodge or evading incoming attacks. BAB is a booster for your outgoing attacks.
Pooling dodge into a BAB bonus would only benefit the melee classes and screw over the evasion classes that actually utilize dodge.

What needs to be balanced is the pivot point between dodge on one end and Heavy Armor/PRR on the other. so that heavy investment in one side locks out the other side.
this allows a balancing where your Casters/Monks on one end, mid level rogues/rangers/bards. then heavy tanks on the other end. all need to have viable survivability in different ways.
Light to no armor utilizing dodge, avoid hits that will hurt if they land ... or.... the heavy tank who takes a lot of hits but mitigates most of the damage..

I would do something like every 20PRR gives a -1 to MDB.. and remove the dodge cap of 25.
The more PRR you have the harder it will be to have dodge since the MDB will continue to reduce your bonus.
Evasion dodge builds could invest into alternative PRR methods, but would still be impacted by the -1MDB for building PRR.
This would then allow the evasion builds to reach useful Dodge without PRR and have that dodge penalized if they do invest into PRR.
..every choice should have a cost/benefit..
