I'm no good with my own builds I know I would like a 32pt monk either Halfling or human Halfling is my first choice .

My Monk guide doesn't suggest specific builds, but might provide useful general information as your build grows up. The link to the guide is in my signature. They'll be lots of specific build suggestions in a moment.
A human is ideal to start off. They have no disadvantages racially and gain Heroism/Greater Heroism skills, Action Boosts, and Improved Recovery (healing amp) as racial enhancements. A Shintao Monk, the traditional unarmed Monk, is a good start. Typical builds go for slightly higher STR (16-18) to start with WIS 16 or better and CON 14 or better.
If you're new to Monks, try Shintao first before the Ninja Spy, which requires a bit more button pushy work for its skills to take hold, although it's so worth it.
Halflings aren't bad but much of its racial powers are aligned to the Rogue, but getting their Dragonmarks trained for removing your own negative levels and such might be a great option.
If possible, also consider a Half-Elf with a Cleric dilettante. This build can use divine wands and scrolls, including Heal scrolls when fully trained, gets some Improved Recovery as well and is a very hardy race.
