Rogue armor

Ok, I'm shopping for a better armor.

I'm a level 21 rogue sin-trapper with the epic duelist tier 3 from the pirate's cove. I saw a whisperchain, but it was level 23.

I'm on thelanis, but it seems to be the worst place to buy something off the auction house for plats.

By the way, is there a good place to farm topaz or are they just really random and I have to pray the RNG god to drop what I need?

p.s.: there's a reason I have to stay level 21, I play with friends and I don't want to screw with their xp rewards.

AFAIK, augment drops are random, however there are several which can be bought from the Twelve and Gianthold:

Given your fixed lvl req, there's always Woodsman Leathers if you don't have alacrity slotted yet. Otherwise, check the wiki to see if you think any of the old (pre-MotU) epic armors are still worth farming:

At lvl 22, I would switch to either giantcraft leather or HotG. Lvl 25+, either flawless black or Shadowscale w/Shadow Killer.
