Why am I getting no Heart Seeds?

Anyone know why I might not be getting heart seeds as a reward option (or even Valor Comms for that matter)?

I'm level 28 and this morning ran all 4 of the orchard quests, eHard. I only had seeds as an option on the first turn in. None on the other three.

Then, I ran LOD for a quick seed run and again, nothing. I haven't run these quests in the last 48 hours for sure.

Anyone have any ideas? What am I doing wrong? Am I glitched somehow?
