When they add new content, like quests, races, classes, pre's etc. They really should not put up a bunch of red tape and make the players jump through hoops to access it.

What I'd like to see, more simply, would be racial past life feats which would add an appropriate bonus and could be taken three times for each race as well as a racial past life completionist feat. This would presumably encourage those of us who are not subscribers to purchase those races we don't already have access to.
