About 7 days after you last picked up the quest end reward. Most time based game mechanics work on elapsed time, not fixed dates.

It doesn't quite work like this in DDO because there are two different timers: quest ransack and chest ransack.

Chest ransack counts how many times you've looted a given chest. You get around 9 times before the chest starts giving a ransack warning "You have ransacked this chest often". After that happens, you've got maybe 1-2 more runs left before that chest stops giving any loot. It will refresh 7 days after the *first time* you looted it.

QUEST ransack is a penalty that accrues on the XP in a given quest. The first time a day you run a given quest, you get 20% bonus xp for your "daily playthrough". The second time, there's no penalty. Every run after that will get a stacking -20% ransack penalty to xp, up to -80%. This penalty decays by 50% every day. So you can run a quest 4 times one day (to a -40% penalty) and it will refresh in 24 hours so you can run it again at no penalty. The CHESTS in that quest, however, follow CHEST ransack, so if you run a quest 4 times on Monday, 4 times on Tuesday, and 4 times on Wednesday, by your 2nd-3rd run on Wednesday you will no longer be getting any loot and will not get any more until the following Monday.

If you want to check your QUEST ransack, you can type the /ransack command into the chat window and it'll give you a list of what penalties you have going on which quests. There's no similar timer for chest ransack, alas.
