    Default Pre-buffed enemy casters

I feel that simply raising stats for higher difficulties is a very poor way to raise the difficulty of quests. I feel that enemy casters should be more intelligent about using their class abilities, i.e. spells, and buff up before adventurers get within sight of them.

I'm not saying that all enemy arcane casters should have all of the arcane buffs active, but they should have *some* buffs appropriate to their level.

Oh, and remove false life from enemy casters' spell lists. False life only gives a small amount of temporary HP, and it's all gone in one hit. How about Protection From Energy? Or Nightshield? Those are worthwhile, and may make it a good idea for casters to use dispel effects.

Please let me watch when the forums melt down when enemy casters all have nightshield on by default....

DDO: If a problem cannot be solved by the application of DPS, you're not applying enough.

Nah, change False Life (and the similar spells Aid + AblativeArmor) so that their bonus is scaled up to a reasonable number of temp hp. I'd almost say to make False Life give you some percentage of your regular max hp... which for many monsters would be enormous.

The response to this is that the enemy casters are not expecting a fight anytime soon. Buffs have a duration and they can't have them up all the time unless there's a reason for it while they're doing their job.

You, as the PC know that you're in the dungeon to fight so you always have buffs up. If you wanted to be strict with yourself you would buff even when you know there are beholders and dispelling monsters ahead. Monsters don't expect to fight in a dungeon. They are there guarding, mining, strolling, sleeping, minding their own business. When unexpected guests arrive, they start taking defense measures including buffs.

    Dungeon Alert.

Also, in many cases, we're going into places where some of those buffs would be useful to the people we are facing. How about Jungle of Khyber, where we are interrupting the drow, trolls and beholders while they are fighting the Marut? Or how about all those drow and demon casters in the demonweb, where someone can be attacked at any time just because the attacker is hungry, or wants your loot? Or how about those defense quests where we have to guard a gate, crate or NPC and are being attacked ourselves? Not to mention all the evil cultists, whom I'm sure would find a Prayer before summoning a dark deity or demon useful.
