Too easy.

Delete all ingredients, consumables, components, any bagable item from every player.
Then replace all game ingredients with a 2 new bankable non-baggable Generic ingredients (one for Eberron, and 1 for Eveningstar) that can be purchased with TP or earned in game for a limited time.
Give 100TP for every dollar ever paid to DDO since the player has started including vip memberships, purchased items, packs, store purchases., and give players 10,000TP for each year of membership.

Now People who have paid more to DDO for a longer period of time will reap larger benefit than those that paid nothing and recently rolled up alt storage accounts... deal with it.
Players can then purchase generic ingredients or use the TP to buy other stuff as desired... win win.
