"Level 26 feats require 1 capped destiny in the related sphere. Level 28 feats require 2 capped destinies in the related sphere." Doubleshot is in the latter category.
I'm more annoyed that the only other ED DPS feat you can pair it with is Holy Strike, which (A) requires capping a Divine ED on the far side of the ED map and (B) isn't that great anyway.

Guys, I know that it can be acquired at 28.
What I'm asking is why does a ranged toon have to take it at 28, and hence can't take any other lvl28 feat.
Melee toons can get perfect THF, TWF, SWF at 26. Toons using THF and SWF can additionally pick perfect TWF for the extra doublestrike at 28.
Casters can choose the 20SP of the element of their choice at 26 too.

Sounds to me like he did say it (though maybe difficult wording).
Also 2>1 is not an answer to why it has to be 2 instead of 1 when every other combat related feat only needs 1. Just incase OP didn't intend that meaning, I will be asking the question the way I perceived it:
Why can every other combat-related feat be taken with just 1 ED maxed (thus at level 26) and only Doubleshot needs 2 EDs (making it unavailable prior to level 28)? Is it that much stronger?
