So 15 seconds of invulnerability? Monsters damage << health, so this wouldn't be for the DPS. Does it apply to spells? Non-damage spells? Where does the aggro go? Whats the cooldown? Does it work if there are no other monsters nearby? Does it only apply to attacks directed at the Monk? Does it apply to boss damage too? Trap/environmental damage? Can you move while its active?
Just so many potentials for abuse/exploit if you don't get specific...
I think the key part is that it would temporarily make mobs near the monk vulnerable to friendly fire aimed at the monk. Movement is allowed at 50% reduction to account for the high-level parrying moves. Applies to targeted spells, but not AoE. If no other mobs are near, then just minimizes or negates incoming damage.
Simple rl example: My friend Bob is sneaking up behind you. I throw a rock at you. You duck. Bob gets hit with rock.

Well like I said, mob damage << mob health, the DPS would be mostly negligible, so it'd basically just be Super Uncanny Dodge - a short burst of 100% Dodge and a slightly different version of Improved Evasion with no-fail saves. Considering Monks already have (Improved) Evasion that does work against most AOE spells, it'd just be used for 15 secs of invulnerability.

As to the idea, it fits very well to the Monk's mystical abilities. I like it.
In application, however, it's something that would need a long cooldown (1 minute or more) and require a lot of ki and ML (say, 50 ki, L12). It's range couldn't be too wide but sufficient for those close to the Monk to wish they weren't would be sufficient.
There are a handful of Shintao abilities I could swap for this, but perhaps the shadowy nature of the Ninja Spy would be better suited for this one.
