airship amenity question

Are guild buffs you get from the amenity bar the only ones that persist when entering an instance?

I have more buffs than I have holds for on my airship so I usually hit the bar 1st and then go down into the hold room and swap out 1 amenity for another. I then grab the buff and swap it out again for another. I'll then leave the ship and I notice the only buffs still on my character are the ones I got from the bar. Is this a glitch or is this WAI?

That's a bug introduced when attempting to rectify another bug. It may be fixed at some point (U23, maybe?). Until it is fixed you have to obtain all buffs through the bar for them to be persistent.
