The Argonnessen server will be brought down at 1:30 PM Eastern (-4 GMT) for a restart. We expect the downtime to last around 20 minutes. ...and a load of the NPCs in the harbour have been entirely unresponsive for about a week-and-a-bit (mostly near useless ones such as the Crafting NPC near the Marketplace gate)
