How do Paralyzing Arrows scale into epic content?

-> And while I am asking, how about Terror Arrows?

Since mob saves are adjusted to caster DCs who have many ways of boosting those DCs, other class abilities that don't have ways of being buffed beyond CLASS level and ability mod generally don't work too well or at all in EE content. Exceptions being stunning fist/blow, new Warchanter freezes that use stunning/tactics mods and SB insta kill based on perform.

These various effects actually stay useful all the way through EE. Not necessarily great, but useful.

The secret is that the paralysis processes with every single attack. No matter how low the DC is compared to the mob's save, they'll still fail on a 1. And with Improved Precise Shot / Many Shot / 10K stars.... that's an awful lot of possibilities for 1s. If you want to double your odds, wear the Cannith challenge Ice outfit, with similar effect.

Of course, once you reach that point, there is no point in going any higher than the lowest tier of the effect. All 3 tiers will give the same 5% chance.

Good point. the frozen tunic procs only about %5 of the time--that means it only has a chance of happening 1 out of 20, so if they always save except on a 1, that means you get about 1 out of 400 (ouch). Still, if you have several different items making such checks, maybe it adds up to something worthwhile. Certainly some builds that hit A LOT like the shuriken chuckers might find it useful enough.
