My archer uses Conjure Arrows to make arrows but they are only +1. Is there a better way to make better arrows or is +1 all I'll get out of conjure arrows? Should I get "better" arrows say +5 anything? I've read where the +s on arrows doesn't really mean anything because they don't stack with the +s on your bow?

That's about the sum of it. Choose arrows that complement a bow (DR breaking if needed) or rely on bow enhancements only. The arrows, which are by and large consumables, don't really matter in the long run.
