How do you know when to Heroic TR?

There is a check list.

1. are you level 20?
2. do you have 20 tokens of the 12?
3. are you not already a triple completionist?

If you answered yes to all of these, then it's time to TR.

In your case, Id just try the journey to 28 at least once, do an ETR, and then decide if you want a heroic TR or another ETR.

Getting 2 heroic past lives is worth a lot for a premium player like me, since you can open on elite and have 36 build points. More heroic PLs are not that important unless youre a dedicated caster or aim for completionist, but another reason for a heroic TR can be trying out different builds. After an ETR, you can at least swap stats and feats which can be interesting on some class splits, going melee or ranged or caster with the same class split can give you a change.
