Alchemical Crafting interest.

OK, I know that the Alchemical crafting bit is getting out of style but I am still slightly interested from some of the research that I've done.
Just one question though, that I can't seem to find anywhere on the internet: if you go tier one mystical, thus gaining two spell power increases does it automatically add the implement bonus to the weapon as well?

My tier 3 shield is:

T1 Mystical and T2/T3 Martial and has an implement bonus. So, I would say "yes, it does".
