Looks really solid for a first post build.

Why half elf? Your not investing in the Racial tree at all, that paladin delettante will make next to no difference when you have tempests almost improved evasion. Human would gain you a skill and a feat, Elf would lower your dex expenditure.

I would change your enhancements slightly:

Racial Action boosts and Class Action boosts can be used at the same time & have seperate usage counters, spending one ap on Racial Damage boost and using it during manyshot, or coupled with Tempest Speed boost is well worth a 1ap expenditure.

I'd try spend 6ap in the AA tree:
Unlimited Ammo costs 3ap. (I'd stop here if you don't want to shed to much AP from elsewhere)
2 more ap for an elememtal damage (I generally go acid)
1 more ap spent on the second core ability adds bludgeoning & slashing to your bow.

I'd shed some AP from your Tempest Tree, I don't like the 1-2 min cooldown melee abilities, and their large Costs:

(note the half elf 1ap should be spent on the Damage boost ability, but the planner just auto shows the elven icon)

    I agree with this^^

I would sacrifice more AP from the Tempest Tree for Deep Wood Sniper 3rd core Exposing Strike and maybe go for Aimed Shot because it is just nice to have some way to to boost your manyshot esp when using fury

    Default Thanks for the input

I appreciate the input on the tier 5 tempest abilities, I wasn't sure on them, so I'll drop them.
Is the bleed really not worth taking?

My idea with Helf was to boost my saves a bit, but I think I'll just go human and grab Force of Personality to help out.

I am considering just dropping my wis to boost my Charisma since I won't have much offensive spellpower to speak of to get greater benefit from FoP and Divine Might. Thoughts?

I was considering going deeper into DWS for Exposing strike. My concern is that I don't have enough Sneak Attack for it to be worth it.

I'm not too concerned with range, so for right now I'm going to hold off on putting points into AA.

Only elves & HEs can take Undying Court; I'm inferring the OP plans to use scimitars since he took IC:Slash, although I don't see any Righteous weapons enhs to boost dmg.

Stats look out of whack: I don't understand why so many of them end up odd nor why OP started with so much WIS. And no Div Might?

I also would suggest monk instead of rog splash; see my Tempest Warpriest thread.
