can I iconic reincarnae and epic reincarnate at the same time?

if I use an iconic TR heart and then an epic TR heart (before logging out and hitting reincarnate ), will I just start at lvl 1 ( or 15 if I choose iconic race ) and gain benefits from both TR's?

No. Or at least, you shouldn't be able to, and would only be able to do so if there was some weird bug I haven't heard of.

An iconic TR will give you both an iconic past life and a heroic past life. But if you do an epic TR as an iconic character, you revert to level 20 and then have to get back to 28 to do another TR of any kind.

CT is correct, I am an Iconic currently, I have Epic TR'd and need to hit level cap (currently 28) before I can Iconic TR.
