This is in part one of the major reasons for the level restrictions, as people would go into, I think it was Lava Caves, not sure which one, and just pike a completion. So they put a 4 level cap on how high you could go.
This cap exists from 1 to 20, IE: a 6th level toon can go into a 10th level quest, but not an 11th level one.
Man the way you worded it, it makes the whole epic/heroic division look like a slap in the face to the skilled players.Also, even undergeared characters at level 20 run by a decent player in an appropriate capped destiny will contribute more than any level capped characters who don't know what they're doing. No one is stopping the level 28 morons from running the quests and raids. Why stop the under level decent players from running the raid if they want to?
Keeping the level 20 limit to run Epic content makes sense because Epic XP is so much better than Heroic XP (would anyone even tough Inspired Quarter if we could run eVoN at level 18?), but aside from that, the level restrictions should go. If they want to keep people away from an unintended feature™ then they should just fix the feature.
None the less, level restrictions, punishing TR's since they were put in, why mess with a good thing like that.
I understand reducing the XP received by a low-level character in a party with a high-level character, to prevent power-leveling. I'm annoyed when I'm prohibited outright from entering a quest or wilderness area due to level restrictions.

I agree that quest level restrictions are dumb. I want challenges, and it would be cool to have the chance to succeed at quest at lower level that it was designed. I want to run TS at with a group of lev 7s! I want to run searing heights with level 1 and 2, I want to visit shavarath explorer at lev 14. If they all whip my butt at that level so be it.
It should be a perk for VIPs, to enter at any level you have the guts to try.
