Are you still able to use Turn Undead on Pale Masters in PvP Areas to cause them to Cower?

I know they removed the Divine Light Enhancement dealing damage to them in public, but I remember that you were still able to Turn them in Tavern Brawls and deal Light Damage at the time, as well. (Assuming you could turn the said Pale Master)
