This was a bug and has been fixed; same with Archer's Focus fix. Many of us have seen helpful bugs get fixed which nerfed or "broke" our characters. My advice: get over it.
For future reference, it's a good idea to pay attention to the
known issues list when building chars. It doesn't list everything that's broken / not WAI, but at least it gives you some idea of what's eventually gonna be fixed.
For better or for worse, the ranger spells have always been this way and are carried over from PnP. FoM used to be more useful, but they nerfed some of its blanket immunities, like Earth Grab; it's still useful against Hold, Web, etc. though. I agree that rgrs (and pallies) need an overhaul of their spells. I'd like to see both of them get CCW (let's face it, CSW alone doesn't cut it anymore in epics); and I'd like to see the CL caps on buffs like Barkskin and Resist Energy be removed or at least increased (again, +5 AC and resist 30 is almost a joke in epics). Something to post to the suggestions forum.
As for your gear: Natural Armor doesn't stack w/Barkskin so it can be dropped; only items w/Rough Hide will stack w/Barkskin (e.g.,
Parasitic Breastplate). Not that AC is really worthwhile in the long run; Dodge / concealment / incorporeality bonuses count for more. Fortitude & Will save items don't stack with Resistance so they can be dropped; instead, you want Resistance + a Parrying or Riposte item for stacking saves bonuses. Everyone who needs heal amp should make
PDK gloves their first priority when hitting epics; fortunately, it also boosts your STR & CON, although the bonuses are overshadowed at higher lvls.
As for your DPS, I think
this build is about as good as a F2P pure rgr can manage. If you've already got the feats etc. listed, then it's a matter of working on your ED(s); FotW is generally considered the best for pure rgrs, although LD is also a viable option. Most of all, though, playing a pure rgr means accepting that oftentimes you do more DPS in melee than with a bow.
Welcome to DDO. Sorry you can't make your ranger play the way you think it "ought" to work, but them's the breaks sometimes. BTW, have you tried Neverwinter? In a lot of ways I think it's a lesser MMO than DDO, despite being newer & prettier; but at least they made archery fun right from the get-go, I'll give them that.
