Unable to connect with game launcher

I keep getting Installing Pre-Reqs each time i try to launch the game I have tried login for the last 3 days.

I have also tried downloading the game again it comes up with "unable to connect to Happy Cloud server"

All ddo IP responding for the pings and resolving the dns names.
