Consider that the old epic raids are run on EH if they are run at all, primarily because they can be facerolled. By this point in time, Vault of Night, Chronoscope, and Zawabi's Revenge on EE are about as difficult as Caught in the Web on EH.

What I'm seeing is a great way to give the serious casual player something to aspire to while giving the powergamer something to do at all, which is this: named augments slotted into the loot tables of old EH and EE raids.

If left unbound, they can also become a raid currency ala Shroud materials that will maintain their value for a very long time. This means the shard exchange will make Turbine money through use of this system, while the players can always trade them around to acquire other things they like.

Droprates could look as follows
EH - 1%
EE - 5%

In this way, those who really hate EE can get their augments, but the EE players will get them more quickly. Content gating by difficulty is a bit of an issue for the community.
