The bigger concern for me is that it doesn't get Staff Specialization. Can't see doing a quarterstaff build without that.

If paladin past life on a quarterstaff build was the only goal, I'd rather do something like paladin 9 / monk 9 / rogue or fighter 2. Paladin dominates Monk for past life purposes. Monk 9 gets improved evasion and another tier of movement speed. Go far down the Henshin tree for Staff Specialization. Get haste boosts from either fighter or rogue. Fighter gets 2 feats and better BAB, Rogue gets trap skills and full UMD, sneak attack damage, and quarterstaff attack speed from thief-acrobat.
