Bugged Elemental Critical or WAI?

So I'm now on my third Arcane past life for energy critical. Since each life should give 3% bonus to crit, I should have 6%. However it is showing that I still only have 3%. I noticed on the wiki that every single description says stacking other than Elemental Critical. Did I just waste a ETR or is it somehow bugged?

most feats descriptions dont change, and all ER PL's should stack 3x including the energy critcical. Feats usually have a 'this is taken X times' right below their name if you look in your character sheet.

Description won't change, but you should have a " Acquired x times " note on the feat, up to 3 times.
