I love festival icy burst.
I have added it to some nice weapons ML12-18, but I think my favorite is a ML4 +2 Shock Great Axe of Lascerating with Festival Icy Burst. That will make a nice TR weapon.

Many people seem to like it but I have no idea what it is. When I went to the festival all I got was some white and blue disks that I traded for junk which I sold. Then I noticed that many players were offering Icy Burst kits for 68k. Will this kit add Icy burst to any weapon like Thornlord? That might be worth 68k if it remained on the bow after the festival ends.
An Icy Burst Kit is what players call all the recipes and motes needed to add "Festival Icy Burst" to a random-generated weapon. It will NOT work on named weapons. It works like this:
1. You need Recipe 3 and 100 motes. Put your weapon and these ingredients into the Risian Crafting Altar to upgrade your weapon with Festival Ice Touch (+1 cold damage).
2. Now you want Recipe 4 and 100 more motes. Put the SAME weapon and these ingredients into the Risian Crafting Altar to upgrade your weapon with Festival Frost (+1-6 cold damage).
3. Finally, get Recipe 5 and 100 more motes. Put the SAME weapon and these ingredients into the Risian Crafting Altar to upgrade your weapon with Festival Icy Burst.
Some notes:
As mentioned earlier, it cannot be used on named weapons. It will NOT stack with normal cold touch, frost, or icy burst weapons, it replaces those prefixes with the "Festival" version. One nice thing is that it will NOT raise the Minimum Level of the item (although if it is a "crafted weapon made by a player I think it does, not sure).
Lastly, the upgrade is permanent. It does not disappear after the festival is over.
So when you see someone selling icy burst kits, they are selling recipe 3,4,5 and 300 motes.

This ia a follow up to the original post. The word "helpful" does not begin to describe what you did for me. My slow and squshy Ranger was having real trouble surviving quests by L12 even with some good gear and the Bow of the Elements (Air), Thornlord, and Silver longbow. With your advice and a kit from a kind soul I managed to build a bow that has allowed my character to succeed in soloing the harder quests. This bow has dramatically improved the chances of surviving almost any encounter and has allowed my character to reach L16:
