Scroll 7 in High Road Wilderness Area

I am trying to find the last journal scroll in the High Road Wilderness area, which for me is #7. I figured out where is is using the wiki, but I cannot figure out how to get up on the ledge where it is. Does anybody have advice?

To get there, you have to get the "Rebels Underground" Random encounter. After you defeat part 1, examine the bowl, go underground, and defeat part 2. There is then an exit back above ground that will take you to that scroll..

This is correct. It's just a matter of luck for when it spawns. Recall and reset the instance until you get it to spawn.

It is possible to get to the spot if you jump around the rocks in the vicinity and use abundant step/boots/monk flight to fly over to that ridge.

Strictly speaking, Abundant Step isn't necessary, but a strong Jump is required to explore the rocks around that location.

For most, finding the optional that sucks you into this area is far easier. The High Road's optionals appear very easily (sometimes duplicating itself) so it shouldn't be very hard to find the Yuan-Ti and the Mysterious Bowl that gets you to a cavern fight with a chest and to the exit to that upper area.
