I seem to hear that last update they changed things so that while heroic levels you cannot get any xp for epic destinies. I use to bank levels one 19th level to get more epic destiny xp before I took 20th.
Is this confirmed that it no longer works?

This is news to me, all of my experience shows that until I took Level 20 and pick a destiny (for the first time activation) that I did not earn any XP towards the Active ED. I did however hear from guild members that held 18 and earned XP until just shy of having to take level 21, earning Epic Level XP but not destiny XP.
