If I have a 28 capped toon, is it possible to heroic true reincarnate, use an Otto's box 2MM xp shard (with a 50% sov II xp bonus potion) and immediately level up to level 20 and cap out?

Would the epic advancement after this also be considered a "second time around" in regards to more XP being required to level up or be considered your first time getting to the epic cap?
