Against fort saves, 65 Stormhorns, 60 anywhere else
Against reflex or will, 60 and 55

I think its fair to say elite or epic elite mobs have base saving throw bonuses of ~1.5x the quest level for normal saves, and ~1.8x the quest level for mobs stronger saves.
So 1d20+54 strong and 1d20+45 normal save in EE WGU.
I had 9 out of 23 saves on energy burst (DC 54) just farming Mabar last event, which gave those mobs a rough saving through of 1d20 + 41, but they weren't EE mobs.

not sure what the min no fail is but my enchanter has a 68 no buffs no spell surge etc just natural dc on things like hold monster and dance ball it no fails on EE what goes up so that If I die I can accept rez and insta hold everything around me while I cast a new dance ball.
I think you could probably get away with a 65 though my last life I had 60 and I failed a lot unless I used spell surge for the extra +5.
so at least from my experience I'd aim for at least 65 dc on enchant if you choose to go that school specially since you will want no fail on that.
oh it may be worth noting that even with full buffs at 71 dc and spell surge (76dc) for some reason the assassins in breaking the ranks EE still save nearly all of the time. I'm not sure what their dc is but they seem to either be bugged or have a much higher save then what goes up EE. which I can no fail enchant even at 68 dc and no spell surge.
Yup I agree with these fort saves, my fvs has a 68 dc and it works decent in ee content but in stormhorns it only kills wizards and assassin's. I also have a monk with a 81 stunning fist (also fortitude as well as it goes off twice) and it sometimes doesn't even land on the orc's in what goes up.
Reflex dc spells anywhere north of 63 seems to work on everything, although assassins (in stormhorns) will still save that 50% of the time.
A will dc of 63 seems to be work on everything about 90% of the time except for clerics in the stormhorns.
So overall (these are my experiences from the stormhorn area on ee)
75-80 fort dc(not very easy to achieve)
65 reflex spells dc
63 will spells dc
