    Can cleave attacks be used while in animal form?

    Cleaves do indeed work in animal forms.

    It is worth noting that weapon-centric cleaves such as Momentum Swing and Lay Waste do not work in animal form. These attacks require a physical weapon in-hand, while animal forms and monk empty handed attacks are considered unnamed attacks (influenced by improved critical bludgeoning regardless of actual weapon equipped).
