As unfair as it sounds, it would seem to me that the path to make sure only those who got one already would not only be exceptionally time consuming, but could potentially lead to more issues arising. I think just doing a blanket EVERYONE would be the fairest way to do it, and I still don't feel it will kill the raid.

Though, my shadar-kai with TWO Agonies will be very pleased with this...

How about an account that was VIP dropped VIP at the moment and has more characters than character slots....Will those characters also receive a box if they go back VIP ( and then have the slots )? Even after the boxes were given out?
