feat respec & ability score prereqs

If you increase one of your base stats such that you now meet the ability score prequisites of a feat, can you respec an existing feat from an earlier level to take that new feat?

For example, I currently have a level 14 character with enough xp to take 15. I want to take Imp TWF but my base Dex is 16; Imp TWF requires Dex 17.

If I take a different feat at level 15 and then increase my Dex later (with a tome for example), will I then be able to respec the feat I took at 15 with Imp TWF?

My understanding is no. Fred looks at your state at the level you took the feat and your options are limited to what is available at that time.

This is correct.

Once upon a time, one could do exactly what the OP is describing, the most common usage for this was the Half Elf Dilli.

BUT, you may be able to do what you want on an LR (including your free LR).

For instance, you take TWF. You want to take ITWF but only have a DEX 15. You eat a +2 tome, so yo uhave a 17 - but that's no help because you're level 13 now, and you really wish you could have had that feat earlier. When you LR, your tomes are applied point-by-point at their earliest possible level, so that +2 applies at level 7, leaving you the ability to take ITWF earlier.
