Default one extreme to the other, which is better for staff build?

I have long been interested in a q-staff build and now they are looking pretty solid to play. with all the staff enhancements in rogue and monk, the stout oak and sireth weapons, I am ready to get one of my alts swinging away. after doing a lot of reading on the forums, I am pretty sure I will go with a 13 rogue/6 monk/1 druid layout. the biggest decision I need to make and am really torn about is race and I am on the opposite extremes here

    - Horc - total strength build with even more damage coming from Horc THF enhancements.

    - Halfling - heavy dex build with a lot more self preservation with DM heals and better saves.

I am leaning a little bit towards the Halfling, as I have never had a dex based build. almost from the start DDO made getting Str so much easier that Dex builds just couldn't keep up. but with the option now to use dex for both TH and damage with staffs, the gap is much smaller. and Dex helps out with more of the rogue skills I want to boost than Str does. I also think it would be fun to see a halfing taking out the MOB's knees with a great big stick

asking for input from people that have played with either, or even better both, of these races for a staff build. what did you see as the pros / cons of them? many thanks for any feedback provided

Had a dex staff user with pally levels to try and get some fun out of defensive roll.

    Pros were:
Uber lockpicking, didn't need to to the item shuffle to get chests open ever
70+ AC with almost no effort, saw the occasional miss on EEs so you're in the range where it starts to do something
defensive roll was pretty cool, too much of a sink on AP/gear/etc ATM to really make it work though
solid ref save of course, could take the feat to no fail on a one and you don't need imp evasion
31% dodge, no room for THF/cleave so went for Whirlwind

    Cons:
giants still trip you, a lot
no cleaves, so terrible as a LD
    no THF feats
    no Overwhelming Crit

    DPS was ok, not great.

I created 2 builds for comparison fairly recently. I haven't TR'd into one yet, but I'll be doing the halfling (or possibly an elf variant of the halfling):

Mr Sticky Buddy vs Carry a Big Stick

The elf variant of the first build would substitute extend spell for imp healing (add imp healing back at epic levels) for extended displacement. Basically you sub out DM healing for DM displacement and lose +4 saves for a bit extra to hit and rogue skills, and the perks of elven Skill. Both versions have PA, cleave, GC, sweeping strikes, so they work great in LD.
